Bluetooth Beacons

Hi guys. I need a little help.

Some time ago I bought some Bluetooth beacons that switched a certain distance from a mobile phone. I think it was Bluetooth2 or something like that. I recently bought some more, but they will not pair/connect without the inclusion of a proprietary App.

Has there been a change in Bluetooth protocols or design that would preclude it?

I need to source a supply of the beacons as they used to be, a few years ago. Anyone help?
